The franggel was a species on animal on the Krolp homeworld that the Krolp had hunted to extinction centuries before the Krolp invaded Earth. The species lived on in Krolpish proverbs, such as "That has nothing to do with how many claws are on a franggel’s foot." Envoy Prilk used the phrase when President Harris Moffatt III lamented that the whole human race was sorry that the Krolp had found Earth. Moffatt knew the origin of the phrase, and also knew that even free humans would sometimes use the phrase.
