Richard Phillips was the captain of a trade ship which transported merchants and goods between Maar Sul and Libaterra during the events of the Rose of the Desert. He acted as a middle man between Maar Sulais merchants and the Simoe tribes of the Libaterran coastline. Phillips provided the young Belial de Ardyn with useful information that Belial put to good use during his adventures in Libaterra.
