It is attended by Ralsa Nethan and Bur-Meema, who will not speak with the Hero of Kvatch until the quest Azura is completed. The shrine's priest is Mels Maryon and if his disposition with the Hero is over 50 then he will tell them that they need to offer Glow Dust at either dawn or dusk to summon Azura. Alternately, making the offering directly to the statue during the correct times without talking to Mels Maryon will still result in the quest being given. Clouded Funnel Cap, common in the Jerall Mountains, are scattered around the shrine and a couple of Wormwood plants are next to it.
