Dr. Elliott was an Institute scientist that was worked in the Bioscience Division of the Institute. He recorded progress reports for the Bioscience Division back in the years 2178 and 2224 titled "FEV research notes". He worked on the synthetic organics program and also suggested the idea to kidnap Shaun from Vault 111 to obtain a clean sample of DNA.
