Sidney Reilly appears as a Great Spy in Civilization IV. Known as the "Ace of Spies," he spied for at least four nations (though maintained close connections with British intelligence) and is regarded as the 20th century's first super-spy. He served as the model for Ian Fleming's own super-spy character, James Bond.
