Tobin Harlan was a male Human who served as the executive officer of Dagger Wing, an elite squadron in the Republic Navy. Dagger Wing was imprisoned on Belsavis for war crimes they did not commit, but despite their imprisonment they worked alongside the prison's guards to maintain order, and Harlan led Dagger Wing in working with Havoc Squad to battle the Imperial invasion of Belsavis.
