Carthage (Phoenician: Qart-Hadast) is the second most populous settlement in Africa. The largest harbor in the world, Carthage houses over half the Mediterranean navy and sees more merchant ships than any other metropolis. The military high command of Rome, the Ministry of War, has its primary headquarters in Carthage. A villa and military base for the Generalissimus lies near the forum and the Admirallis has his office for the Ministry of the Navy nearby.
