The High Chancellor is the head of the Roman Regency Council, and by consequence the head of state of the Roman Empire in the wizarding world. As the senate no longer held any power and was merely a symbolic institution, the position of High Chancellor was created alongside the Regency Council after the death of Constantine XI Palaiologos in order to fill in the vacuum of power in the leadership of the Empire.
