Burkhart was speaking against the military for misleading her into participating in a top secret project that would use nuclear technology in application as a military weapon. A "Doomsday Project" so to speak. She was speaking to the press about it when Cobra came and took out her security detail and kidnapped her. The Joes were sent in to rescue her. When Snake-Eyes and Scarlett managed to reach her, she was being held at gunpoint by Cobra Commander. Refusing more blood to be shed because of her, she tried to sacrifice herself by committing the Commander to fire his gun on her, thus allowing the Joes to take action on him. She survived the ordeal and becomes grateful to the Joes for rescuing her and reconsidering her previously critical stance regarding the military.
