P. P. Otter is a ringmaster for the oddball show at the Mid-Summer's Festival. He thinks his show needs freakier freaks to boost profits. When he saw 50-foot Candace he instantly wanted her for his show which he thinks is lame. Like Flawless Girl founder Blanca Dishon, he only cares about making a lot of money.
