In 2318, Kotan Pa'Dar asked Bennek how he could deny having knowledge of the riots being carried out by other members of the Oralian Way on Cardassia. Bennek responded that he didn't know because the Way had many branches and tried explaining it by saying that Pa'Dar couldn't explain the functioning of the Ministry for Public Health anymore than Bennek could explain how all the Way's branches work.
