Dr. X is an evil scientist who aims to take over the world by any means necessary. He has many different methods of trying to do so and it is always up to Action Man to stop him. He is the leader of a team of villains known as the 'Council of Doom' which includes characters such as Professor Mortimer Gangreen and Tempest.
