Accompanied by a photographer, the journalist made his way through a crowd of onlookers for access to manager Emily Bishop and guest of honour, Councillor Deirdre Barlow. As they were running late, the journalist asked Emily to make haste, prompting her to give a speech to the crowd and cue Deirdre to cut the ribbon.
