Fadila Balvel's House is a small shack on the Hla Oad docks owned by commoner Fadile Balvel. Although the owner is not home, the door is unlocked and a smuggler named Hrondar Highlander can be found inside. There is a skill book on the table, and a locked chest that requires 25 security to unlock.
