Heinz Bernstein is the president of Maier Bacher, the company responsible for manufacturing the black balls. The black balls were built by calculations relayed to him by his brain-damaged daughter, through a series of seemingly random numbers that formed a language. He claims the visuals from the hunts are relayed live to private parties all over the world, and that the purpose is for betting on the outcome. Heinz states that famous politicians, actors and high class royals are his employees. Sebastian led Seiichi Kikuchi to him.
