Before leaving for the Emperor's residence, talk to the soldier near the save flower and he'll ask you to relight some torches. There is a total of four torches for you to relight: two of them are on the first floor, and the other two on the lower floor. Grab four flames from a lamp and use them to relight all four torches. Afterwards, return to the Dark Serviceman for your reward.
