There is no apparent trigger to this quest. It requires the acquisition of a Name Plate before leaving the Highlands of Wohl and is finished in Uhra before departing for the Sea of Baus. If you do not get the Name Plate at the Highlands of Wohl, the quest does not seem possible to complete by acquiring it from the auction house in Saman.
