Kaiser Rache claims to be an angel of chaos. His former psychiatrist claims he's simply schizophrenic. Either way, he has enough charisma that he convinces people living in Antarctica is a good idea. Any description of Rache from anyone who claims to actually know him is always different from anyone else. Some of the citizens of Empire of Nothing regard him as merely an urban legend to simply serve as a figurehead for the government as so the people have a single figure to look up to. Regardless, real or not, Rache is generally loved by his people. Shortly after founding his empty empire, Rache took up residence in The Legion, quietly establishing redundant trades and trying to improve his lands for his people.
