Rick Toby was a regulator for the New American Republic. Rick Toby was a look out on the west side of the N.A.R's stronghold-town Tunnel-Through in Oklahoma, on January 14th, 1954, he alerted, his commander, Tom Hunter and, then his leader, Judge George Ramsey of a mysterious man leading a Death Squad platoon of Stalkers and Chimera towards the N.A.R's stronghold.
