Bounty hunter sent by Strife to prevent the Arthias rebels led by the Cadet from entering the city of Parousia. He awaits them outside the city, but as even as powerful as he is, he is eventually defeated (at least canonically speaking; his battle is completely optional, and he will never attack the player of his own accord).
