Ralen Tilvur is a Dunmer Smith who resides in the Foreign Quarter of Vivec. He owns and operates smithy there, and is a hireling of House Hlaalu. Ralen's shop is in direct competition with Alusaron, who would like to obtain a contract that Ralen has recently received. His shop has also been the target of thieving, much to the consternation of House Hlaalu.
