There are a variety of characters that have this ability. Color Kid for example is a 30th century superhero who can change the color of anything, however, Clayface and Starro can only change the color of their own bodies. Most shapeshifters can also alter their own color. Plastic Man is one of those rare exceptions of people that cannot, as his power is only limited to changing his shape.
