Sataka (佐高 Sataka) is a police official in the First Division. He announced that their resources would be staked on resolving a string of murders which risked getting out of hand, making an open call for volunteers for the investigation. Shinnosuke Tomari held back on answering this call, his pre-Global Freeze slump having returned following the elimination of the Roidmudes three months prior. Ultimately, however, following his battle alongside Kamen Rider Ghost and leaving an indirect marriage proposal to Kiriko Shijima, Shinnosuke volunteered to backup Team B in light of Sataka's announcement that the initial investigation had revealed a crucial witness to the case.
