The wheel was developed by the Heroes fan Aurelain, and was eventually included in Tribes of the East. It can be found in the folder "FanDocuments", together with the Heroes of Might and Magic V fan manual. Note that since the skill system was changed from the original to the expansions, there are separate skill wheels for Heroes V, Hammers of Fate, and Tribes of the East.
