The 314 Project was code for the secret goal of the Initiative: to create an army of bio-mechanical demonoids to serve as supersoldiers for the United States military. When Adam awakened, he sought to bring about the final stage of the Project, just like his creator had envisioned: lock every soldier in the Initiative and release all captured demons so they would kill each other, thus providing Walsh with an enormous supply of body parts enough to create an army. In the end, however, the project was deemed a failure, and the U.S. government concluded that demonkind could not be controlled in such a manner.
