"A youkai that flutters through the air in the breeze. There are a lot of reports of people being attacked by something while chasing down laundry blown away by the wind, but it turns out that these youkai are usually the culprit. Exasperated mothers use them to frighten their children into being good. It may be a little too effective as some children get the chills at seeing plain old cloth moving through the wind.
