Robert Oetsu is a Kami belonging to the nearly extinct Oetsu Clan. It's clear that he is some sort of a relative of to Nemaiya Oetsu, but what sort of relative he is remains unknown. He's currently one of the forty Jurrymen belonging to the Central 46.
