Onorato's stretch: Allegheny County's 10 percent tax on poured alcoholic drinks, designed to fund mass transit, is raking in millions of dollars more than first projected and needed to secure matching state dollars. Chief Executive Dan Onorato says he might use the excess for roads and bridges. But he'd do so in direct violation of the statute that created the tax. It's time to cut the tax or give the money back.
