After climbing the yellow pipes and shooting henchmen while hanging you will come to a yellow pole that you will swing on to catch a rope. The game will want you to wall-run with the rope to jump to the next section. Instead, stop the rope's swinging and climb up to the top, and into the area above. The treasure will be to your left on the ground.
