The Etanian Order was the government of the Etanian race from the Delta Quadrant. The Etanians had a unique approach to colonization. They manufactured a "natural" disaster on an inhabited planet that they wished to occupy. Once the residents had evacuated, the Order moved in and claimed the planet as their own. (VOY: "Rise")
