A group of divergent versions of Kang that joined forces to keep the timeline from having dangerous alterations that can destroy the timestream through different methods, such as singularities. They were seen in action after they were brought together again by Kang-Prime. He brought them together to fix the mistakes of an unknown one of their own since he had created a disruption in the timestream of Earth-1010. They decided the best way to fix things was to kill the Kang at fault and restore the timeline themselves. To this end, Kang-Prime enlisted the help of the Avengers. After they succeeded, the Avengers returned to their Earth with their memories of the incident, and the Council was not seen again.
