Thomas Harewood was a Starfleet officer in the reality created by Nero who served in Section 31. In 2259, Harewood's daughter Rina was hospitalized and near death. At that time, Khan Noonien Singh convinced Harewood to blow up the Kelvin Memorial Archive (actually a secret Section 31 facility) in exchange for curing Rina.
