The Keeper of the Emperor's Koku Seal held the Koku seal, used to strike authentic koku during mintage. The Keeper was usually a Miya who had a estate in the Kosuga district of Otosan Uchi, protected by some of the finest Imperial Legionnaires and Seppun wards.
