Retraining is available to a player character every time the character gains a level. A character can remove a single feat, power, or skill, and replace it with a different one. Some classes allow replacement of powers at certain levels as a class feature. That is in addition to retraining, so a character can still swap a feat, a skill, or a second power at those levels.
