Plague Spreaders can be found hovering above the beach of Light's Point in phase two after completing File:Neutral 15.png [55] Victory At Death's Breach!. They are plaguing the fallen Scarlet Fleet Defenders so they can be raised into Scarlet Ghouls by the Acherus Necromancers.
