The Eighth Amendment to the Lovian Constitution was proposed by Andy McCandless and created Article 6, Section 4 of the Constitution, authorising the creation and maintenance of a Congressional Journal. It was proposed on the 1st of January 2011 and officially incorporated into the Constitution on the 1st of February, with a majority in the Second Chamber of 92%.
