Tarasov is the Moroi prison that Victor Dashkov is held in, and which Rose Hathaway and her friends break him out of. In the summer it is in Alaska, in the winter in Argentina, so that the prisoners are exposed to sunlight as much as possible, as sunlight weakens Moroi.
