Robert Andreassi was a human Starfleet officer serving in the Starfleet Corps of Engineers. In the early 2260s decade, Captain Andreassi was the commanding officer of the SCE. He approached then-Chief of Starfleet Operations, Admiral Matthias W. Jefferies, and requested the use of three mothballed Daedalus-class starships for use by the SCE.
