Thomas Zuri was a political refugee originally from Burundi who was brought to the United States by Derrick Choyce, a man who worked for the State Department. His former wife, Sayda Zuri who had arrived in the United States to look for him later enlisted NCIS's help in doing so although it was later revealed that Thomas had gotten married to a different woman and had a young child.
