F'rick Lavs was the planetary governor of Ord Biniir in the Galactic Empire after 14 ABY. He was accused of slave trafficking and kidnapping Imperial citizens, but had been cleared after a tribunal arranged by the sector's Moff. He was killed in 17 ABY in a terrorist attack where unknown assailants drove explosive-laden repulsorvehicles into the government administration building.
