Workers have now been issued helmets and proper construction attire (along with shoes by default this time), a far cry from the impoverished situation of their predecessors, indicating a change in the budget of the GLA. This is possibly an attempt to ensure that no excessive repeated complaints of the workers are made to their commanders, or to lure civilian construction workers that it is safe to build in a battlefield without a Bulldozer or Crane.
