He played junior hockey for the West Toronto Nationals and the Toronto Young Rangers from 1932 to 1934. In 1934-35 he played for the senior Toronto All Stars. In 1935 he was signed as a free agent by the Toronto Maple Leafs. Fowler turned pro with the Syracuse Stars in 1935-36 and joined the Toronto Maple Leafs the next season. He played two more years for the Leafs and then retired in 1939.
