The neotiger was an animal native to the planet Haven. A slang term on Haven was riding on a neotiger, which meant one was treading on dangerous ground, and liable to get injured. In 1900 PD, Secretary of War Elaine Dumarest used the term to describe the Republic of Haven's internal situation about the anti-government groups springing up all over the conquered territories.
