The Empire need to persuade the Alliance to attack Dromund Kaas. To do this, they started bombing Alliance cities around the galaxy, to anger them enough to want to end the war by any means necessary. The Alliance formed a large fleet that could alone that over several imperial planets. The Empire however, had a massive defense force incase the Alliance found a way around the shield It was so protected that not even the whole ground protection force was in the battle.
