The Confederacy of Independant Systems was a group of Elites from the Covenant Seperatists who broke away from that faction and wanted to become more independant (hence forth the name) rather than fight nearly every battle possible. They were believed to be Facist towards the end of their existence, but after it was restored, it was proven that the old CIS was not Facist.
