Mr. Tibbals is a porcupine that Nevel had brought into his lair. In the episode, iFight Shelby Marx, Nevel fed Mr. Tibbals carrots and talked to him about Carly and Shelby Marx. According to Sam's blog post in iCarly.com, Mr. Tibbals only eats fresh tapenade and arugula; and only drinks sparkling mineral water. Dan said that there might be a future episode where Sam throws Mr. Tibbals out a window.
