Franz Bernhard Schuler was a German national who according to NCIS Special Agent Timothy McGee was wanted by Interpol for murder after he killed a cop. As such, Schuler fled Europe and sought to get to the United States but was killed by Jalil Shaloub, causing Ziva David to remark that Schuler had almost made it to the U.S.
