Tsunami Legion, the Seventh Phoenix Legion of the Shiba Army, was an Elemental Guard unit composed by shugenja who studied water magic. This legion of shugenja was attended by the Shiba Eighth Phoenix Legion, the Legion of the Wave, who were specially trained to interact with that legion. They were among the fastest forces in the Empire.
