The Saiyans that reside in these villages are thought to be the desendants from their hunter-gatherer ancestors that never developed into fully organized societies like the ancient City-States. Its said that the villagers from "The North" aren't like your typical Saiyan individual. Their barbaric aggression is said to be elevated to the max.
