Luis Arturo was a believer who led a group of believers on the Chico River, at a place called Gorbernador Gregores. He was also a farmer who harvested wheat. He helped the Tribulation Force on a mission. He was apparently paranoid. He was supplied clean water by Bihari's holdout in Rihland since the Global Community polluted the Chico River.
